Positive v. Normative Justifications for Benefit-Cost Analysis
نویسنده
چکیده
What is the rationale for benefit-cost analysis (BCA)? The answer is critical for determining how BCA results should be interpreted, their implications for policy, and how BCA should be conducted. There are at least two possible bases for justifying BCA, positive and normative. The positive basis is that BCA identifies policy changes that satisfy the Kaldor-Hicks compensation test, so that those who benefit could hypothetically compensate those who are harmed. The normative basis is that BCA identifies social improvements, e.g., by approximating a utilitarian calculus or promoting more consistent decisions by protecting against cognitive error. When human behavior differs from that which is assumed in standard economic models, the justifications may conflict. Individuals whose behavior differs from the models may disprefer a change in circumstances that normative models predict they should prefer. The positive justification is consistent with respect for individual autonomy and provides clarity about methodological choices in the analysis but can require endorsing cognitive and behavioral errors that individuals would wish to avoid. The normative justification implies rejecting policies that the population prefers and requires determining what preferences are normatively acceptable. JEL classification: D61, D81, H40, Q50

A long-term cost-benefit analysis of national anti-desertification plans in Iran
Desertification was recognized in Iran several decades ago. This phenomenon has gradually affected half the provinces in the country, where droughts exacerbate problems in these drylands. In response, the government has been active in providing considerable funds and human resources to halt desertification through investing in national research and executive projects over the last fifty ye...
متن کاملComparison between four dissimilar solar panel configurations
Several studies on photovoltaic systems focused on how it operates and energy required in operating it. Little attention is paid on its configurations, modeling of mean time to system failure, availability, cost benefit and comparisons of parallel and series–parallel designs. In this research work, four system configurations were studied. Configuration I consists of two sub-components arranged ...
متن کاملCost- Benefit Analysis of Gas to Liquids Project for the South-Pars Gas Field of Iran
This paper presents an economic evaluation of gas to liquids (GTL) project using “South-Pars” gas field of Iran based on the latest actual performing GTL projects. Iran has the world’s largest reserves of natural gas and can satisfy the projected long-term market demand of GTL products which have lower pollution and higher quality than refinery products. The results of cost-benefit analysis sho...
متن کاملIn (partial) Defense of Strict Liability in Contract
Many scholars believe that notions of fault should and do pervade contract doctrine. Notwithstanding the normative and positive arguments in favor of a fault-based analysis of particular contract doctrines, I argue that contract liability is strict liability at its core. This core regime is based on two key prongs: (1) the promisor is liable to the promisee for breach, and that liability is una...
